Financial Independence & Continuity Command
For each contract awarded, Kassardjian entities independently fund an amount equivalent to the full contract value, ensuring uninterrupted execution capacity from mobilisation through delivery. The Kassardjian continuity framework proceeds with no reliance placed upon Letters of Credit, sovereign assurances, ministerial guarantees, or instruments issued in favour of Kassardjian entities. None are sought. None are required.
All preparatory funding, provisioning of supply, and mobilisation of men, material, and carriage are arranged privately and antecedent to award, directly from Kassardjian, under commercial practices long established and universally. These arrangements are non-recourse to the State.
By this design, the Government is preserved from financial exposure at the hour of activation, while retaining full authority, direction, and oversight throughout the life of the works.
The House of Kassardjian enters not as a petitioner upon the Treasury, but as a bearer of continuity — assuming, in advance, the burden necessary to ensure that works, once commenced, proceed without interruption or retreat.
Execution, once undertaken, is treated as inevitable.
